I highly doubt that idea would work,with Internet Radio taking over,a bunch of giant radio stations that people remotely listen to,podcasts,A list,B list, and amateur djs playing left and right,it's gonna be very hard to gather a radio crowd,even the supposely large radio stations are striving to stay in business.
But to go back to your real question,the real battle starts with getting Legal Rights,followed by equipments,transmission systems,getting engineers to get things to work constantly,Licensing your material.
It's a nice revolutionary thoughtful idea in the Arab World but it's unlikely people are gonna pick it up fast,by the time they do you might be almost broke,if you insist on going forward with this project you better have a kick-ass budget that enables you to take it till the end,with success comes competition and other investors are gonna follow and have their own project too,you're gonna need huge budget to keep up and always upgrade,and improve.
