And Whoever is funding this project is in a huge gambling with his money, I think they will wait till after the elections before making real moves on the ground, God knows what will happen during and after the elections..Apart from that the Israeli threat is possible at any time-any minute, I can only think of the project being funded or shared with one of the countries that signed peace process with Israel, otherwise there are no guarantees that it'll not get hit if a war happens.
Michel Hayek is over-rated, is there 1 Lebanese that didn't predict more explosions and political system instability in 09?
The funny part was the clips they show you just to prove he was right on the money with his predictions, there's nothing he said would happen that didn't have it's signs months before it happened that any average person watching the news on daily basis could've predicted.

^Believe when i say this,EVERYONE cares about his money.And YES,they would care if they spend billions.Because after all,the man is going to work (with the engineers,designers etc...) and for a non-profitable project?I think not.
And another point,those billionaires lost A LOT of their money because of the economical crisis in the middle east.So yes,they care if they spent billions of dollars.
